The Trainframe project is an attempt by 12 European organizations for a different approach to the application of competency-based learning (CBL) and competency-based training (CBT). Both CBT / CBL have traditional, established theoretical support, but they also represent part of a whole, which we call a framework. This framework is just not a technical compilation of principles but should also include an organizational perspective. By this is meant, that thinking of learning outcomes and training units is not necessarily a sustainable and practical approach to competency-based concepts in vocational education. Organizational perspective include such things as organizational size, geographic location, financial strength, administrative capacity, technical equipment and service, etc. These items are a substantial factor for a complete CBT / CBL.
