RESULTS:

The platform | DIGI - TAAL | offers a connection between language and IT skills within a social framework. | DIGI - TAAL | has to become a web-based learning environment, where by means of 8 to 10 pictograms, the target group - primarily citizens - is made familiar with the digital services or the so-called “(digi-)language” of all kinds of public services, including the government, healthcare institutions, housing corporations, energy suppliers, educational institutions and tax authorities. In addition, the focus will be on learning language skills.    The results can be divided into 4 elements;

 

The increase in language skills can first be distinguished as part of the platform (through (existing) digital exercises to improve language skills and learning language concepts in the audiovisual 'i-Flips' made per topic). 

The second is increasing IT skills (through the 'i-Flip' digital (public) services are explained (heard, seen and read) to the low-literate - think of online applications, logging in, searching for information, understanding health care, subsidies, education, government services, etc.).

Thirdly, an increase in knowledge about public services is important, as mentioned above (the low-literate come into contact with the “(digital) language” of government services, care institutions, housing corporations, energy suppliers, educational institutions and tax authorities, etc.).    

 

Finally, it can be stated as a general goal or innovation, that through this platform the social participation of the target group increases, because not only the level of language skills, but also computer skills and the notion of public services is increased. 

It appears that the municipality of Schouwen-Duiveland does not currently have its own active policy on tackling illiteracy within the municipality, but mainly hitchhikes on regional plans (language courses within MBO Scalda on Walcheren, language courses of the 'Taalhuis' in Goes and computer classes in libraries in North/South Beveland and Zeelandic Flanders - all not located on Schouwen-Duiveland!).

The tool to be developed | DIGI - LANGUAGE | is an instrument that makes it easy to learn digital skills, increases social participation and tackles low literacy. It is an online platform that uses simple pictograms, flipped classroom explanations (where classical instructions are offered online in the form of videos with spoken explanations) and assignments to familiarise the target group(s) with the digital world (including improving their language skills!) and all it has to offer. Such a complete offering, where language is linked to socially relevant topics, available under one 'online roof' for the specific target group low-literate young (adults) with a distance to society, is not yet offered. A platform like this, offers a new form of language training and is the perfect opportunity to achieve involvement, participation and inclusion of vulnerable citizens in all walks of life. After all, we live in an information society, which is mainly shaped through digital means (read: the internet, mobile phones and other modern applications). For instance, the digitalisation of all government services will take place in 2017, so the lack of practical knowledge regarding this medium for social matters or socially relevant issues (mainly among the low-literacy target group) simply means a lag in their social participation. When, in addition, there is also low literacy, you can talk about an additional barrier to full participation in society.
